min-height: 1em; text-indent: 2em; box-sizing: border-box !important; word-break: break-all !important;'>乐启文指出，2020年是全面建成小康社会和“十三五”规划收官之年，政府工作的总体要求是：以习近平新时代中国特色社会主义思想为指导，全面贯彻党的十九大和十九届二中、三中、四中全会精神，深入贯彻习近平总书记视察江西提出的“作示范、勇争先”目标定位和“五个推进”更高要求，紧扣全面建成小康社会目标任务，构建战疫情促发展常态化机制，坚持稳中求进工作总基调，坚持新发展理念，加大“六稳”工作力度，落实“六保”工作要求，围绕“世界桔都休闲南丰”主题定位，实施“一核两区三带”战略布局，拓宽“三产融合、产城融合、全域融合”发展路径，打造“生态宜居之城、创新宜业之城、文化宜游之城”，确保全面建成小康社会。</p><p style='max-width: 100%; min-height: 1em; text-indent: 2em; box-sizing: border-box !important; word-break: break-all !important;'>主要预期目标是：生产总值增长8.5%；财政总收入增长5%；规模以上工业增加值增长9%；固定资产投资增长9.5%；社会消费品零售总额增长11%；出口实现稳中提质；实际利用外资增长7%；城镇居民人均可支配收入增长8%；农村居民人均可支配收入增长8.1%；居民消费价格总水平涨幅控制在3.5%左右，城镇登记失业率控制在4.5%以内，节能减排完成市下达任务。<br></p><p style='max-width: 100%; min-height: 1em; text-indent: 2em; box-sizing: border-box !important; word-break: break-all !important;'>乐启文强调，围绕上述目标，我们要重点做好九个方面工作。要坚持不松劲、不懈怠，推进疫情防控慎终如始。坚持守底线、勇作为，推进打赢三大攻坚战。坚持稳投资、增后劲，推进项目建设优质高效。坚持筑平台、优服务，推进绿色工业提档升级。坚持促增收、重治理，推进乡村振兴纵深拓展。坚持调结构、扩消费，推进第三产业蓬勃兴旺。坚持强功能、塑形象，推进城市建设扩容提质。坚持抓改革、拓开放，推进发展动能激活提升。坚持惠民生、增福祉，推进基层治理共建共享。</p><p style='max-width: 100%; min-height: 1em; text-indent: 2em; box-sizing: border-box !important; word-break: break-all !important;'>关于加强政府自身建设，乐启文强调，2020年既是决胜年，更是攻坚年，面对纷繁复杂的局势变化，政府承载的期望更高，肩负的责任更大。我们将认真落实“不忘初心、牢记使命”制度，持续深化“五型”政府建设，以“好人主义之害”解放思想大讨论活动为抓手，加快推进政府治理体系和治理能力现代化，铸牢忠诚之魂，强化政治引领；勇闯发展新路，始终奋发有为；担当时代使命，狠抓工作落实；提升服务效能，坚守勤政为民；锻造过硬本领，保持清正廉洁；努力打造人民更加满意的政府，奋力谱写新时代富饶宜居美丽幸福南丰新画卷！</p><p style='max-width: 100%;
