关于重申禁止燃放烟花爆竹的通告

outline: 0px; max-width: 100%; color: rgba(0, 0, 0, 0.9); letter-spacing: 0.544px; text-align: justify; text-indent: 0px; box-sizing: border-box !important;' data-pm-slice="0 0 []"><span leaf=""><br></span></section><p style='text-indent:43px;text-autospace:ideograph-numeric;line-height:37px;'><span leaf="">为进一步减少环境污染和噪音污染，严防火灾及安全事故，进一步保障人民群众生命财产安全，持续巩固全县禁止燃放烟花爆竹工作成效，共创生态文明城市。根据《中华人民共和国治安管理处罚法》《中华人民共和国环境保护法》《中华人民共和国大气污染防治法》《中华人民共和国噪声污染防治法》《烟花爆竹安全管理条例》和《江西省烟花爆竹安全管理办法》等有关法律、法规、规章的规定，结合我县实际，现就我县城市建成区禁止燃放烟花爆竹通告如下：</span></p><p style='text-indent:43px;text-autospace:ideograph-numeric;line-height:37px;'><span leaf="">一、城市建成区以下区域内全面禁止燃放烟花爆竹</span></p><p style='text-indent:43px;text-autospace:ideograph-numeric;line-height:37px;'><strong><strong><span leaf="">具体范围为：</span></strong></strong><span leaf="">东至盱江以西（含水南村各村小组、桥背村各村小组、渡头村小组，林业局安置房），南至环城南路以北（含水北村路口、丰岭上村小组，果园村各村小组，考坑村石背、储家堡、下考坑村小组，安康小区、瀚茗尚品小区），西至环城西路以东（含考坑村上考坑村小组、梓和村揭家堡、沈家堡、彭家堡、应坊村小组及沿线小区），北至环城北路以南（含茅店村付家堡、大窠堡、江家坑、上堡村小组）。</span></p><p style='text-indent:43px;text-autospace:ideograph-numeric;line-height:37px;'><span leaf="">二、城市建成区禁放区域外以下场所禁止燃放烟花爆竹</span></p><p style='text-indent:43px;text-autospace:ideograph-numeric;line-height:37px;'><span leaf="">1.文物保护单位、历史建筑保护区；</span></p><p style='text-indent:43px;text-autospace:ideograph-numeric;line-height:37px;'><span leaf="">2.自然保护区、饮用水水源保护区、旅游景区、山林、公墓、公共绿地；</span></p><p style='text-indent:43px;text-autospace:ideograph-numeric;line-height:37px;'><span leaf="">3.国家机关、医疗机构、养老机构、幼儿园、学校、公共文化设施；</span></p><p style='text-indent:43px;text-autospace:ideograph-numeric;line-height:37px;'><span leaf="">4.桥梁、车站、码头等交通枢纽以及铁路线路安全保护区；宾馆、酒店、公园、商场、影（剧）院、集贸市场、体育场馆、公共娱乐场所、停车场等人员密集的场所；</span></p><p style='text-indent:43px;text-autospace:ideograph-numeric;line-height:37px;'><span leaf="">5.高层建筑、地下建筑，建筑工地；易燃易爆危险物品生产、经营、储存、使用场所，输变电设施安全保护区和架空电力、通讯线路附近以及工厂、矿山内严禁烟火的场所；</span></p><p style='text-indent:43px;text-autospace:ideograph-numeric;line-height:37px;'><span leaf="">6.法律、法规、规章以及市、县人民政府规定禁止燃放烟花爆竹的其他地点。</span></p><p style='text-indent:43px;text-autospace:ideograph-numeric;line-height:37px;'><span leaf="">三、禁燃区范围内各乡镇(社区)承担本辖区内禁止燃放烟花爆竹的主体责任，要深入开展宣传教育活动，积极引导广大群众移风易俗，自觉遵守禁放规定，共同维护城市环境。</span></p><p style='text-indent:43px;text-autospace:ideograph-numeric;line-height:37px;'><span leaf="">四、在禁止燃放区域内的宾馆、酒店、婚庆、殡仪等经营者应当告知服务对象禁止燃放烟花爆竹的规定，对其燃放烟花爆竹行为应当及时劝阻，劝阻无效的，可以向公安机关举报。</span></p><p style='text-indent:43px;text-autospace:ideograph-numeric;line-height:37px;'><span leaf="">五、机关、团体、企事业单位、社区、村民委员会、住宅小区业主委员会和物业服务企业，应当做好本单位、本区域内禁止燃放烟花爆竹的管理，在禁燃区或禁燃场所内及其周边地带的合理范围内醒目位置设置统一、规范的禁燃标志，及时劝阻、制止、举报违反本通告的行为。</span></p><p style='text-indent:43px;text-autospace:ideograph-numeric;line-height:37px;'><span leaf="">六、对违规燃放烟花爆竹的，由公安机关依据国务院《烟花爆竹安全管理条例》第四十二条第二款规定责令停止燃放，处一百元以上五百元以下的罚款；不听劝阻，继续燃放，阻碍工作人员依法执行公务的或者违反国家规定买卖、储存、使用易燃易爆物品的，由公安机关根据《中华人民共和国治安管理处罚法》有关规定，给予治安管理处罚；构成犯罪的，依法追究刑事责任。</span></p><p style='text-indent:43px;text-autospace:ideograph-numeric;line-height:37px;'><span leaf="">七、任何单位和个人有权对违反烟花爆竹销售、燃放管理法律、法规的行为进行监督和举报。(举报电话:12345、110)。</span></p><p style='text-indent:43px;text-autospace:ideograph-numeric;line-height:37px;'><span leaf="">本通告自公布之日起施行。</span></p><p style='text-indent:299px;text-autospace:ideograph-numeric;line-height:37px;'><span leaf=""> </span></p><p style='text-indent:299px;text-autospace:ideograph-numeric;line-height:37px;'><span leaf=""><br></span></p><section style='text-indent: 43px;line-height: 37px;text-align: right;' data-pm-slice="0 0 []"><span leaf="">南丰县人民政府</span><o:p style='-webkit-tap-highlight-color: rgba(0, 0, 0, 0);
