style='font-size:17px;'>为贯彻落实文化强省战略，健全文化领域政银担合作机制，破解中小文化企业融资难题，帮助企业共渡难关和稳定发展，根据《江西省中小文化企业贷款风险补偿资金管理暂行办法》，制定本申报指南，并对江西省“文企贷”名录库入库企业申报有关事项说明如下：</span></p><p><br></p><p style='text-indent:2em;'><span style='color:#c00000;'><strong><span style='font-size: 17px;'>一、申报企业基本条件 </span></strong></span><span style='font-size:17px;'>1.在省内注册，正常经营纳税1年（含）以上，所属行业类别符合国家统计局《文化及相关产业分类（2018）》范畴；2.社会效益突出，企业、实际控制人、主要股东、高管信用记录良好；3.具有较强的技术、业态、商业模式创新能力；4.符合合作银行授信要求的其他条件；5.符合担保机构担保要求的其他条件。由获得国家或省级文化名家及“四个一批”等高层次人才为法人或主要股东创办的企业优先扶持。</span></p><p><br></p><p style='text-indent:2em;'><span style='color:#c00000;'><strong><span style='font-size: 17px;'>二、贷款用途、额度、期限和利率 </span></strong></span><span style='font-size:17px;'>1.“文企贷”借款人应将贷款资金全部用于正常的生产经营，不得转借他人使用，不得用于购买股票、期货等有价证券和从事股本权益性投资，不得用于违反国家有关法律、法规的用途，违者由合作银行收回贷款。2.“文企贷”贷款期限最长不超过3年，贷款额度原则上不超过500万元，特别优质的企业最高不超过1000万元。3.“文企贷”贷款利率由最近一个月相应期限的贷款市场报价利率（LPR）为定价基准加点形成，加点幅度一年期上限为80个基点，两至三年期上限为100个基点。4.省融资担保公司对500万元以下贷款，以见贷即保的方式执行，免除现场审批流程，免收文化企业保费。省委宣传部将企业应付保费作为奖励资金奖励给融资担保公司。5.获得“文企贷”贷款资金支持的企业，在贷款正常付息后，可根据省文资办发布的年度文化产业扶持项目申报通知要求申请贴息。</span></p><p><br></p><p style='text-indent:2em;'><span style='color:#c00000;'><strong><span style='font-size: 17px;'>三、贷款申请流程</span></strong></span></p><p style='text-indent:2em;'><span style='font-size:17px;'>（一）申报受理 各县（市、区）委宣传部负责定期收集具有贷款意向的中小文化企业信息，指导企业填写申请表，并提供申请表中要求的附件材料。所有文化企业按照属地管理原则，在注册地县（市、区）党委宣传部申报。</span></p><p style='text-indent:2em;'><span style='font-size:17px;'>（二）审核报送 1.县（市、区）委宣传部审核。负责审核企业是否符合申报基本条件、申报材料是否齐备，并对申报材料进行真实性审查，在申报表相应栏目内出具推荐意见。2.设区市委宣传部审核。负责受理县（市、区）委宣传部推荐的企业资料，审核申报材料是否齐备，企业是否符合《文化及相关产业分类（2018）》，在申报表相应栏目内出具推荐意见。3.华章投资公司初审。华章投资公司负责对设区市委宣传部审核通过的企业资料进行初审，将初审通过的企业申报材料汇总报省文资办。4.省文资办审定。负责对初审通过的企业材料进行最终审定，审定通过之后，申报企业进入省“文企贷”企业名录库。</span></p><p style='text-indent:2em;'><span style='font-size:17px;'>（三）贷款审批及放款 1.华章投资公司负责及时将文企贷入库企业名单推荐给合作银行和担保机构，跟踪企业“文企贷”贷款审批进展。2.合作银行及担保机构在约定时间内完成贷前调查，对符合信贷条件的，加快业务审批进程，审贷程序完成后，落实用款条件的应及时发放贷款。</span></p><p><br></p><p style='text-indent:2em;'><span style='color:#c00000;'><strong><span style='font-size: 17px;'>四、申报材料</span></strong></span><span style='font-size:17px;'> （一）江西省“文企贷”企业入库申请表；（二）企业营业执照（复印件）；（三）法定代表人证件（复印件）；（四）前年、上年度经审计的财务报表（含资产负债表、利润表、现金流量表）；（五）提供上年度连续12个月纳税及相关凭证（复印件）；（六）其他申请表中需要的证明材料：1．企业、实际控制人、主要股东、高管信用人行征信报告；2．获得国家或省级文化名家及四个一批等高层次人才为法人或主要股东创办的企业证明材料（如有）。以上材料按顺序依次排放，并胶装装订成册（一户一册）。材料一式一份，华章投资公司留存。申报材料内页均需加盖单位公章，整册材料加盖骑缝章。所有申报材料不予退回。</span></p><p><br></p><p style='text-indent:2em;'><span style='color:#c00000;'><strong><span style='font-size: 17px;'>五、工作要求</span></strong></span><span style='font-size:17px;'> 1.按照“谁推荐、谁负责”原则，各设区市、县（市、区）委宣传部要对照申报指南，加强工作指导，各地推进“文企贷”工作成效将纳入年度文化产业高质量发展考评。2．申报企业对申报材料合法、合规、合理性承担全部责任，对违规企业将纳入信用江西失信企业名单，进入名单的企业以及该企业的法定代表人、主要股东投资控股的其他关联企业，不能获得文化产业政策资金支持。3．对合作银行存在严重失职或伙同企业采取欺骗手段获取风险补偿金的，经核实后，不予补偿；已获补偿的，收回补偿金；构成违法的追究其法律责任。</span></p></section></section><section
